This will be a personal preference, but I usually recommend between 2 - 5 minutes. You can go longer but time is money. Here are some points to consider for the length.
Your audience will also be a key factor in how long your video will be. For example trade show pieces tend to be more energetic and to the point, whereas a surgical procedure can be very detailed and technical.
The quickest way to determine the length of a video is to create a script or a narration. This isn’t a movie script, but how you would want your video to be narrated. Then time yourself reading it aloud at a moderate pace.
If your script is too long then you need to figure out what is crucial, and what is a wish list item. I usually refer to this as “trimming the fat”

I recommend both Text and Voice Over cause I think it helps convey the message more efficiently. Text Overlays should be used in small bite size pieces. This make is easier on the viewer and doesn’t interrupt the pacing of the animation. As an animator I prefer a Voice Over or a Narration of the process. But some videos don’t require it, and some clients prefer using text to explain the process. It really depends on how you plan on using the video. These are the reason I like a Voice Over and Text Overlays with the animation.
The Voice Over really helps guide me through the animation process.
It nails down the timing and length of the animation.
As you write the script for the voice over you get a good sense of how your message will come across before production starts.
Using Voice Overs adds a layer of professionalism to the video
You can always mute the video if you want to use it as part of a presentation. Then turn it up for things like your website or other venues
You can still use Text Overlays to point out key features in conjunction with the Voice Over.
It isn’t as tricky as you think it is to incorporate a Voice Over. It just takes some time

So now you have your vision, your script, an outline, and it is time to put the animator to work. Here are the things that help me move forward. In some case, such as a start-up company, you might not have all these things. We can always discuss alternatives methods.

CAD files of your product that are exported as STP files
Company Logos
Corporate Branding
Other marketing material that will help me understand your product.
Video of how the product functions. A simple phone video usually does the trick
Images of the product so I know the coloring and materials that I need to reproduce in 3D.
Any reference materials that will help me.

Once I submit a video for review, then the client will put together notes or feedback about changes that are needed. For the most part changes are included in the original quote. If changes include additional scope, or a redesign of a shot or scene, then we will discuss upfront what the cost and time changes look like. We then setup a time to discuss the animation and changes that need to happen. Communication is done in a variety of ways.
